Is it normal to have metal Filings in a new downpipe, and is it essential to get locking downpipe bolts as auto-specialist have forgotten to put them In the package I bought a plenum and downpipe from them

Metal filings won't matter as it will be expelled away from the engine. If ur worried thrn give it a quick clean. It's the aftermath of the cutting and welding. You might aswell wait for the licking bolts. Do the job once :)

I would clean then out even though they should blow once its fitted and started.

Locking bolts I would get as mine std bolts came loose within a couple of weeks.

I would also check the inlet for swarf.
